We use FrontPage for two primary reasons: the speed at which we can develop entire sites and the excellent site maintenance tools. This results in much lower cost to the client; and the ability of the client to easily add information to their sites.  FrontPage gives us the ability to easily manipulate the code via a graphics interface (WYSIWYG) or a source code interface to fine tune the code.
